test(fabric): cover the network service provider in platform/fabric/core (#1848)

Covers the network lifecycle: instantiation and caching on first access,
an empty name resolving to the default network, an unconfigured name, a
driver named in the config but not registered, and a driver that fails.
Covers newFNS's try-every-driver fallback for a network that names none,
both when one succeeds and when none do. Covers Start and Stop across
their channel, committer and delivery paths, including the failures at
each step, and GetFabricNetworkServiceProvider across its three
outcomes.

Also closes the remaining branches in validateIdentifier and the empty
channel name in validateChannels.

The package is now at 95.3%. What remains is a single error branch in
each of loadNetworks, AddNetwork, validateChannels, Stop, newFNS and
NewFabricNetworkServiceProvider, each needing malformed configuration to
reach.
