Report CI failures and resolve Node.js 26 test regressions (#1601)

- Install wget for C++ lint and propagate linter download failures.
- Set cpplint's repository root and quote paths to prevent checkout-dependent header-guard errors.
- Enable fail-fast handling in x64 regular and IDL jobs so cleanup cannot mask failures.
- Use MakeCallback for native dispatch so Promise continuations run without waiting for another JavaScript event.
- Make timer cancellation safe after destruction and add regression tests for repeated cancellation, SIGINT cleanup, and Promise wakeups.
- Update the failed-generation fixture to reject in both .msg and .idl modes.
