Add Timer.clock accessor (#1599)

Add a Timer.clock getter that returns the Clock the timer was created
with, matching rclpy; Node.createTimer() passes that clock to the Timer
constructor. Node.destroy() now releases timer handles explicitly: they
are children of the clock handle, not the node handle, and were only
finalized once the clock was garbage collected.
