Release 3.1.0: arrayed models on the Rust engine, and arrays through every operator

Sub-elements flatten to bracket-named scalar entities, the aggregations become
variadic arr_* builtins and dot is expanded at serialization time, so the engine
itself knows nothing about dimensions. An arrayed parity suite compares both
engines case by case.

Arrayedness now travels through every operator rather than the four arithmetic
ones: math functions, comparisons, If/And/Or/Not, ** and %, max, min, lookup,
step, pulse and smooth/trend/delay, in either operand order, each index of a
stateful function keeping its own history. With that come arr_max/arr_min,
arrayed biflows, XMILE range subscripts, and the bugfixes the changelog lists -
chief among them arrayed expressions that used to collapse to a silent 0.0.
