Release 3.1.1: the dot product speaks labels, and six defects less

Feature: `dot` works on named arrays, pairing operands by label rather than
by position, and runs on the Rust engine.

Breaking: a `bptk()` carries its own plotting configuration instead of writing
into the package-wide one.

Bugfixes: a cold evaluation at a late timestep no longer raises RecursionError;
the column names of `run_scenarios` no longer depend on earlier calls; a
`delay` reads a variable duration at every step; a `delay` over an overridden
constant lags again.

The sdist can no longer carry internal files: `[tool.maturin] exclude` closes
the path a local `just publish` would otherwise open.
