fix(RTL): an RTL-only build carries no direction selector again (#1302)

`rtl()` was gated on `$enable-rtl` alone, so the ten rules that call it
directly kept emitting `:dir(rtl)` blocks over left-to-right base values in a
build made with `$enable-ltr: false`: the badge corners, the range track on
both sliders, the floating label, the toaster's inline sign and the two
`translate-middle` utilities. The RTL page promises the opposite, that such a
build emits no direction selector at all. It now does, because `rtl()` carries
the same flags as `bidi()` and writes its content as the base when the other
direction is off.

That also removes the reason `rtl-nested()` existed one PR ago: with the flags
inside `rtl()`, the six rules whose declaration sits on a pseudo-element write
`@include rtl() { &::before { … } }` and get both the element-scoped selector
and the flag behaviour. One mixin instead of two.

The default build is byte-identical in all six entrypoints. A right-to-left
build loses its last ten direction selectors and 58 bytes gzip. The three
flavours are held by a new test next to the component manifest, which compares
the whole compiled output rather than searching it: without the base
declaration's position the mirrored value in a right-to-left build would be
lost to source order and a looser spec would not notice.
