Drop stale TODO block from the tests workflow

The list matches pyensembl's workflow and doesn't apply here: datacache
tests don't touch ~/.cache/pyensembl, have no conda binary dependencies,
already use coverallsapp/github-action v2, and the README already shows
the Tests badge.
