refactor(Calendar): move isPeriodDisabled next to isOutsideRange (#1288)

The helper was introduced directly above its first caller, which left it sitting
under `isMonthDisabled`'s docblock — so the comment described a different
function than the one below it. The docblock now stays with `isMonthDisabled`.

The helper moves to the module-private predicates at the top of the file, next
to `isOutsideRange`, which is what `isMonthDisabled` consults one line before
calling it. Pure move: no call site, signature or behaviour changes.

It gets no docblock of its own on purpose. `dist/js/coreui.js` has about
20 bytes of gzip headroom under its bundlewatch ceiling, and an eight-line
JSDoc block spends all of it.
