feat(ChipSet): the multi-select keys the listbox pattern defines (#1287)

A selectable chip set is a listbox, and our own ListBox already implements the
optional multi-select model the APG describes. ChipSet had the required half —
arrows, Home/End, Space — and none of the rest, so the same pattern answered
differently depending on which component rendered it.

Added, gated on `selectable` with `selectionMode: 'multiple'`, and additive the
way ListBox's are (they never clear the selection):

- Ctrl/Cmd+A selects every chip
- Shift with an arrow key adds the chip focus lands on
- Shift+Home / Shift+End extend to the edge
- Shift+click selects the range from the last chip interacted with

Plus `typeahead` (default `true`, the name and default ListBox uses): a
printable character moves focus to the next chip whose value starts with what
was typed, with the same 500 ms window.

The set now tracks an anchor, moved by plain navigation and plain clicks, which
is what a range extends from. `Chip` skips its own toggle on a Shift+click
inside a listbox, so the range does not first toggle the clicked chip and emit
an intermediate selection.

`_focusSibling` and `_navigateToEdge` return the chip they focused rather than
nothing, since a range needs to know where focus went.

Five JS bundle ceilings go up by 0.5 KB each. Measured on this branch against
v6-dev, both freshly built (KB gzipped):

  coreui.js            137.12 -> 137.73
  coreui.bundle.js     147.07 -> 147.69
  coreui.bundle.min.js  96.76 ->  97.22
  coreui.esm.js        136.10 -> 136.70
  coreui.esm.min.js    100.05 -> 100.58

The feature costs ~0.6 KB and those ceilings had 0.2-0.45 KB of headroom left,
so all five tripped. `coreui.min.js` stays where it is — 90.52 KB under 91.
