project: ban the verb title, add a personification rule

Extend the prose rules and the prose-lint detection greps:

- Ban "title" as a verb, with the replacements "identify", "label", and
  "call". Remove "title" from the "name" replacements it previously listed.
- Allow "name" in the passive form that describes where a name comes from,
  such as "the file is named after the archive".
- Add a Personification section: an inanimate subject may not take a verb of
  life, death, sensation, or emotion. The listed verbs are not comprehensive.
  An active component described as an agent stays exempt for verbs of action
  and cognition.
- Widen the skill greps for the new "title" verb, base-form "verb no Y", and
  the personification verbs.
