project: exempt assistant instructions and ban two more verbs

The prose rules applied to every Markdown file in the repository,
`.claude/` among them. A lint pass over the whole repository therefore
covered the rule file, the agent definitions, and the skill
definitions, and the copy-editor agent listed `.claude/agents/` and
`.claude/rules/` in its scope outright. Those files are instructions to
an assistant rather than prose for a reader, and a rewrite for a
wording preference risked altering behaviour.

An exemption now covers `AGENTS.md`, `CLAUDE.md`, and everything under
`.claude/`. The rule file records it, and the copy-editor agent and the
prose-lint skill repeat it in their own exclusion lists. The
copy-editor scope entry is removed. An instruction covering every file,
such as `the whole repository` or a glob, does not override the
exemption.

`state` and `mint` join the verb table. `state` was itself a
replacement for `claim` and for `say`, and both rows now offer `record`
instead. No replacement in the table is banned any longer. The noun
forms of `state` and the word `restate` are exempt, written out so an
auditor can cite them.

`house style` and `house convention` join the banned phrases. The
`nothing verbs Y` pattern joins the phraseology table alongside the
existing `X verbs no Y` entry. Its fix identifies the subject and
negates the verb, and `no X verbs Y` remains the rewrite where the
subject is genuinely every candidate. The `X states that Y` entry
splits its fix in two. `requires` suits a rule imposing the
requirement, and `records` or `specifies` suits a file merely reporting
it.

The prose-lint greps follow. The verb pass adds the `state` and `mint`
inflections, the phrase pass adds both house forms, and the
phraseology pass adds `nothing`.

One sentence in the make-release skill moves to the new rules. `State
which series you dropped, since dropping one ends its support` becomes
two sentences opening with `Record`.
