claude/rules/general: read the line width from settings

The line length rule read `Keep lines shorter than 100 characters`. The
wording excluded a 100-character line every generated formatter and
linter configuration accepts, and it opened with `Keep`, a verb the
prose rules ban. The replacement allows exactly the configured width.

The number comes from `settings.line_width` rather than from a literal
in the template. A project that sets a different width now receives
guidance matching its configuration. The same setting already feeds
Prettier, markdownlint, the VS Code ruler, and clang-format.

The lookup takes a `default(100)` filter, matching the
`cspell_language` lookup in the same file. Templates render under
strict undefined handling, and a settings object without the key would
otherwise fail the render.
