feat(Tooltip, Popover): placement takes the logical start and end (#1270)

`left` and `right` never meant a physical side here: both components mirror
them in RTL and their own pages document that, so `right` was already "the end
of the reading direction" wearing the wrong name. `start` and `end` say it, and
match the names Menu and Dropdown already take.

Two entries in the attachment map is the whole change — the responsive
placements go through the same lookup, and the classes and the arrow read the
resolved physical value, so no stylesheet moves.

The old spellings keep working and resolve identically; the docs lead with the
logical names and carry the physical ones below under a deprecation badge.
