feat: say in the directory whether each member has a registered device (#23)

Each member in the Link directory now carries hasDevice: whether any
live, unrevoked device is enrolled to them, matched on member id and on
email for rows without one. Members without a device are still listed;
the app shows them and refuses to let them be chosen.

One findAllLive() per directory read rather than a lookup per member.
Only the bool travels; nothing about the device itself does.
