pick --select: open the picker on a chosen row (#597)

* feat(pick): open the picker on a chosen row with --select

`agtermctl pick --select ID` opens the picker with that item highlighted and scrolled into view, so a picker listing windows or sessions can start on the current one and Return on an untouched list stays put. The id must name a supplied item; a `--query` prefill that filters it out leaves the first visible row highlighted.

* docs(pick): state when the --select refusal applies

the rules note and the skill reference said the select error fires on any empty list, but without --allow-custom the at-least-one-item refusal answers first. The commands page's error list now carries the new refusal too.
