attention list across every open window (#596)

* feat(attention): list sessions needing attention across every open window

⌃⇧I and the title-bar bell now show every open window's non-idle sessions in blocked → active → completed order, newest first within each group, each row naming its window once more than one is open. Picking a session in another window raises that window first, then runs the same select-and-reveal the per-window list uses, using the pre-reset indicator to reveal the tagged pane for blocked/completed rows; active rows preserve pane selection. A row whose window sits under zoom, the dashboard or a picker renders disabled on both surfaces, and the pick rechecks its target when it runs.

observe store membership so closing a background window refreshes the list and disables stale rows. The Dock menu and ⌃⌥↑/↓ stay per-window.

* fix(attention): cap and scroll long bell popover lists

the popover listed every open window's attention rows in an unbounded stack, so a long list ran off the screen with the lower rows unreachable. The rows now sit in a scroll view sized to their measured height and capped at about ten rows, the measure-then-cap shape the Ctrl-Tab switcher uses.
