refactor(config): $link-color is a global knob, not a theme value (#1251)

It was the one value left in _theme.scss outside the theme maps. Its only
reader in the library is the --cui-link-color declaration in _root.scss,
where upstream writes the link colour inline; it cannot live there yet,
because the shared docs engine reads $link-color through _variables.scss,
which forwards config, colors and theme and cannot forward a partial that
emits rules. _config.scss is where the other global knobs the engine reads
sit. Compiled CSS unchanged.
