refactor(colors)!: the palette is the theme colours, and the theme reads it (#1249)

$colors holds primary, success, info, warning, danger and gray. Every
$theme-colors entry points base and bg at its palette's 500 stop and the
other slots at that scale; secondary reads gray-200 and inverse gray-900,
with the light-dark() pair that used to be their base moved into the bg
slot they always meant. The ten hues ($blue … $cyan) and their tokens are
gone: four had no readers at all, the rest fed only the roles, and mapping
roles onto hues was arbitrary. $secondary and $inverse are gone with them.

The scale generator anchors on the 500 stop: --cui-primary-500 holds the
literal, the tints and shades mix to var(--cui-primary-500), and no palette
token is bare any more (--cui-gray-500 is what --cui-gray was). One
generator serves everything, so theme-color-scale-tokens() and the
-scheme-pair() guard go, as do the seven $theme-colors-{slot} maps that
theme-color-refs() already covered; theme-color-tokens() is one loop.

<mark> and <code> keep their colours as light-dark() literals equal to the
yellow and pink stops they read before. The gradient mixins default to the
info, primary and danger stops. The Bootstrap theme keeps its own hues and
feeds them to $primary … $danger as before, restating only secondary.

Measured in Chromium, light and dark: 33 of 33 probed elements identical
before and after within 1e-3. Root tokens 2595 -> 2454.

$blue and $pink stay as Sass values with no token and no rule behind them:
the shared docs engine derives its chrome from them and serves v5 too.
