feat(builtin)!: clamp bracket slicing bounds (#4215)

Route built-in slice aliases through clamped_view, including new methods
for MutArrayView and UninitializedArray. Preserve strict named methods,
their intrinsics, and delegations that rely on bounds validation.

Update slicing documentation, deprecation messages, generated interfaces,
and regression coverage for bounds, Unicode, evaluation order, and shared
storage.

BREAKING CHANGE: Built-in bracket slices clamp out-of-range bounds and
return empty views for inverted ranges. String slices trim split UTF-16
surrogate pairs inward. Use named view or sub methods for strict bounds.
