feat: decode PeerClusterChange with @dcl/protocol and drop the transition flags

Pin @dcl/protocol to the branch build that carries session,
displaced_session and displaced_cluster_id, and delete the local codec that
bridged the gap. island_changed is now always published on the
session-addressed subject when the session is a valid key, so
ISLAND_CHANGED_SESSION_ADDRESSED and CLUSTER_REANNOUNCE_SUPPRESS_MS are gone;
deploy ws-connector before this service.
