fix: keep the tab bar clear of the system navigation bar (#36)

The bottom tabs were drawn underneath it. The strip's container ran the
full height of the screen -- to 2400 on a Pixel 6a, where the system
bar owns 2274 upwards -- so its lower half sat behind the gesture pill
or the three buttons, depending on the handset. On the message list,
where the tabs are, that is the only navigation there is.

Not caused by hiding the Shell navigation bar, which is what it looked
like: measured with that put back and the geometry is identical.
Android draws edge to edge and will not stop. From API 35 an app
targeting 35 or later gets the whole window and is expected to inset
its own content, and from 36 even the opt-out is ignored; both test
handsets report API 37. So there is nothing to switch off and the
padding has to be applied.

Bottom only, and from SystemBars rather than the cutout: MAUI already
handles the status bar, and padding that again would push every page
down by the height of the clock. Applied through a listener rather than
once at startup, because the inset moves while the app runs -- rotating
the handset puts the navigation bar on the side.

Measured on both: the labels moved up by exactly the height of the
system bar, 126px on the Pixel and 135 on the Galaxy.
