feat: give New and the tabs Hand's button styling (#35)

Two apps, one button style, and Link was using neither of the places it
shows.

New was a ToolbarItem: plain text drawn by the navigation bar, which
cannot take a Button style. So the one thing on the message list a
member can press read as a word in the corner, while everything
pressable in Hand is a filled blue rectangle. It is a Button in the
page now, padded like Hand's header buttons -- the shared style's 14,10
is for a button that owns its row, and this one sits beside a title.

The navigation bar goes with it, or the page carries two titles:
Shell's and the heading this adds. That is the arrangement Hand already
uses, and Hand's AlertsPage carries a warning worth reading before
anybody puts a ToolbarItem back: on a page with no navigation bar one
renders nowhere at all, looks right in the XAML, and is invisible on
the handset.

The tab bar was the template's Magenta, which appears nowhere else in
either app and read as another app's chrome bolted on. It is Primary
now, the colour every button already uses. Hand has no tab bar to
match, so the buttons are what it matches.
