* feat: address one message to several people and committees

Compose made the sender pick a scope before it would show them
anything: a radio, then either a member list or a committee list, and
exactly one choice from whichever was showing. That existed because
Fellowship refused a message addressed to a committee and to named
people at once. It no longer does, so the radio is gone and members
and committees share one searchable list.

What is chosen becomes a chip above the list, each with its own cross.
Removing one is a tap rather than starting the message again, and a
name already chosen leaves the list, so there is no row that does
nothing when tapped.

Recipient is the type the two now share. The key is prefixed by kind
because a member id and a committee slug come from different tables
and nothing stops the numbers matching. Committees sort first: there
are a handful against a few hundred members, and one is what somebody
scrolling is most likely to be after deliberately. A committee's row
says "Committee", because Literature is a plausible name for a person
and sending to one by mistake cannot be taken back.

The send carries both lists. The server resolves the union and
de-duplicates, so somebody named who also sits on a chosen committee
gets one copy.

Also: a message landing while the app is open makes a noise, and the
settings screen can turn it off. The platform announces a message that
arrives with Link closed; this is the other case, where the list grew
a row in silence. It plays the notification tone rather than anything
shipped in the APK, so it follows what the member has set and a phone
on silent stays silent. A fellowship phone sits in meetings, so
somewhere to turn it off is not a nicety.
