feat: let one message reach committees and named members at once (#17)

Addressing was exclusive: a committee or a list of names, never both,
and never more than one committee. The stated reason was that "this
committee, and also these four people" stores as two intentions and
cannot be explained back to the sender.

The second half does not hold. The recipient list is stored per member
in the recipients table whatever the audience, so a mixed send is
exactly as explicable as any other -- and the workaround people
actually used was to send the same message twice, which is worse for
everyone who is in both.

So: `committees` takes a list, `committee` still takes one and still
works, and the two may travel with member ids. A new audience type,
mixed, records that; the resolver concatenates and the existing
de-duplication does the rest, because a member reachable through two
branches of one committee tree was always the same problem.

Two caps rather than one. Ten committees, because a send naming more
wanted the whole fellowship and should be refused as such. And the
joined slugs must fit the 200-character column -- refused, never
truncated: a silently shortened list is a send that reaches fewer
people than it says it did, and nothing downstream could tell.
