ci: build the iOS head only when asked for (#30)

It is the slowest thing in the workflow by a wide margin -- around
eleven minutes against three or four for Android, and that is after a
wait for a macOS runner with no visible end. Every merge queued behind
it, for a head that nothing installs automatically: the .ipa is
archived unsigned and reaches a handset through Sideloadly by hand.

Two ways to ask for it now: the `ios` input on a manual run, or the
`ios` label on a pull request.

The version job needed the same attention or this would have quietly
ended releasing altogether. A skipped dependency skips everything that
needs it, so `needs: [..., ios, ...]` alone would have turned every
merge into one that publishes nothing and says nothing about why.
`!cancelled()` makes the job evaluate when a dependency was skipped,
and because that also overrides the ordinary "a needed job failed"
skip, each gate is now named: iOS may be skipped, and may not fail.

What this costs is real and is written down where the argument for the
old behaviour is: a broken iOS head stops an Android release only as
far as the last run somebody asked for. Breakage will arrive in
batches. Label the PR when anything under Platforms/iOS or MauiProgram
moves.
