feat: add wp fellowship directory

The address book is only visible inside an enrolled handset, so "what is
actually in it?" was a question that needed a phone to answer. That is a
slow loop for what is usually a data question, and it was hit for real on
the test bed this evening: the member list came back empty and nothing
said why.

The command prints DirectoryPresenter::forApp() and nothing else — the
same array, from the same call the REST controller makes. It reaches no
conclusions of its own about who ought to be in the list: a diagnostic
that decided for itself would eventually disagree with the thing it
claims to describe, and be believed.

--committees honours the site setting rather than forcing it on, so what
prints is the handset's view; a site with committee sends off is told so
instead of being shown a list it would never receive.

Registered the way Concordance registers its own, behind
defined('WP_CLI') and resolved lazily inside the guard, because the
command pulls the whole directory graph and a web request has no use
for it.

**stubs/wp-cli.php, and why it is not php-stubs/wp-cli-stubs.** That
package is what Concordance uses and it was the first thing tried. Every
published version, 2.12.0 down to 2.7.0, requires wordpress-stubs
^4.7 || ^5.0 || ^6.0, and this plugin is on v7.1.0 — composer refuses the
combination outright. Taking it would have meant holding WordPress's own
stubs a major version back, for every file in src/, to describe one class
and two functions. The four symbols actually called are declared locally
instead, scanned by PHPStan and never loaded at runtime.
