fix: apply the OSS default-project rule to personal dashboard flags

Adds a filter in `PersonalDashboardReadModel` to only return flags from
the default project when running OSS.

Applies the OSS default-project rule to `getPersonalFeatures`, for flags
the user favorited and flags the user created. Matches what
`ProjectReadModel` and `ProjectStore` already enforce.

This fixes a bug where we show flags from enterprise projects for users
downgraded from enterprise.

Follow-up to #1798.
