fix: apply the OSS default-project rule in  project read model

Adds a filter in `ProjectReadModel` to only return the default project
when running OSS.

Applies the OSS default-project rule to
`ProjectReadModel.getProjectsByUser` and `getProjectsFavoritedByUser`,
matching what `ProjectStore` already enforces.

This fixes a bug where we show enterprise projects for users downgraded
from enterprise.
