build: derive LUA_BINDIR from the executable

LUA_BINDIR was <Prefix>/bin in both places that set it: the flags used by
the native build backend and the env override served to the embedded
luarocks VM. A Tarantool SDK is flat — the binary sits at the SDK root next
to env.sh and there is no bin/ under the prefix — so upstream Lua code that
runs <LUA_BINDIR>/tarantool (fs.is_lua while deploying bin scripts,
util.get_luajit_version during dependency checks) printed

    /bin/sh: 1: <sdk>/bin/tarantool: not found

and carried on: bin scripts landed unwrapped and the luajit version read as
nil, so a pack "succeeded" with a changed result.

LuaBinDir(cfg) now derives the directory from Tarantool.Executable when it
carries a directory component, and falls back to <Prefix>/bin otherwise.
The old tt fork did the same through TT_CLI_TARANTOOL_PATH and the port
lost it. The lib dir still follows the prefix.
