client: isolate lua state between dispatches

Upstream LuaRocks assumes one process per command, so its module-level state
is per-command state. Reused across dispatches it carried configuration flags
that could only be switched on, a server list that grew with every call,
rollbacks that fired again during a later command, and manifest caches that
never invalidated — including the one for the local tree, which the native
backend can change underneath.

- Give every dispatch its own VM, taken from a warm pool and retired
  afterwards, so nothing a command leaves behind reaches the next one.
- Compile the embedded tree once per process, so a new VM costs binding
  rather than compilation.
- Cover the class rather than the symptoms: each test dirties one such point
  and requires a later call not to observe it.
