Add Pacific/Norfolk historical offset regression example

Add a regression example ported from the tz_test Ruby harness
(https://github.com/dblock/tz_test/blob/master/ruby/test.rb), covering
the Pacific/Norfolk 2015 historical UTC offset change.

Only reproducible on Rails >= 8.0, where #to_time on a TimeWithZone
preserves the actual TimeZone object (see #162): on Rails < 8.0, #zone
comes back nil for the same conversion, same_clock? conservatively
treats the pair as unrelated clocks, and the offset change isn't
folded in at all - a distinct, narrower gap from #162, skipped here
rather than misreported as a failure.
