fix: update concurrent db test (#111)

* fix: update concurrent db test

- Changed test_api using staggered sleeping with a barrier to produce
concurrent reads/writes.
- Updated job_database to catch file exists errors for db creation
- Changed retry behavior to a small random value between 0.1 and 1.1s

Overall reduces test time from ~10s to 3s

* fix: add expected failures to concurancy tests

* fix: linting errors
