test(e2e): add a console and network guard

Attach a PageGuard to every page fixture. It listens to the console,
pageerror and response channels and, once the test body is over, fails
the test on anything it heard. Existing tests now
report a broken screen even when their own assertions pass.

The deliberately denied circulation calls stay invisible.

* two allowlists, both documented inline, cover the non-2xx answers
  the application returns by design and the transport failure of the
  development server over TLS
* console errors carry the location Chromium reports, since its
  network-level messages never name the resource in their text
