fix(scripts): remove duplicated setup tail

A rebase of the Memovs harvester re-added the pre-refactor tail of
scripts/setup, repeating work the batch functions already do. The
duplicate `roles add` calls aborted the setup, as invenio-accounts
fails on an already granted role.

* drop the 362 legacy lines re-added after the batch calls
* register VS-MEMO in the api-harvester loop of batch_final
* disable the harvest-vs-memo scheduler task with the Cantook ones
