chore: enforce coverage floors on the caching and profile adapters

Nothing gated coverage: jest had no thresholds and Coveralls only comments,
so a regression in the elements cache, the marketplace fetcher or the profile
assembly would ship green. These files now carry per-file line floors a few
points under what the unit suites cover, so CI fails when one of them loses
its tests. No repo-wide floor is set.
