Move test-all to where its dependency lives

`just` refused this justfile outright: `error: Recipe 'test-all' has unknown
dependency 'test-docs'`. test-docs is a documentation recipe and does not exist
here - and while the optional import tolerates the missing file, a dependency on
a recipe that file owns does not. Every recipe was unreachable, `just publish`
included.

test-all now lives with the recipe it depends on, so this justfile parses again.
