Retry the Pyodide downloads, and make micropip say what went wrong

Two runs of the browser job died on the network and the second one lied about
it. `micropip.query_package` catches every fetch exception, logs it at debug
level, tries the next index, and - with a single index configured - raises
"Can't fetch metadata for 'xlsxwriter'. Please make sure you have entered a
correct package name". That is a pin nobody has touched in months.

So `micropip.install` now gets three attempts with 2s and 4s backoff, and a
retry raises micropip's logger to debug. Forced against a bogus requirement,
the log then named `HttpStatusError('404 Client Error')` and the URL - which is
the difference between a wrong pin and a dropped connection.

The happy path is unchanged and silent.
