Run VM preload tests as an unprivileged user

Require both preload PHPTs to pass in a separate guest run, preserving the root suite and retaining per-test results. Support PHP 8.5 built-in OpCache and verify master-process preloading in both cases so an omitted preload setting cannot silently pass.

Fresh host verification passed 92 tests with 22 skips, both PHP 8.5 preload tests, and static and lint checks. The unchanged VM derivations were verified under software emulation during implementation and review; KVM remains unverified for this slice.
