Generate native arginfo from the canonical stubs

Use PHP’s standard generator and a pinned parser to remove duplicated public API metadata. Commit the generated headers and check freshness so ordinary extension builds need no generator dependencies.

Preserve runtime signatures while retaining function tables, handlers, and debug-only declarations in C. Record metadata equivalence and Linux suite and Valgrind verification.
