Exercise ZTS workers under ASan and UBSan

Add an opt-in PHP 8.2 ZTS target with extension debug hooks. Support the built-in extension in the threaded fixture and instrument its helper using matching PHP headers, preserving the existing lifecycle assertions and ordinary CI matrix.

Fresh sanitizer suites passed with 83/31 passed/skipped for ZTS debug, 89/25 for NTS debug, and 79/35 for NTS release. PHP static checks, lint hooks, and documentation links passed. Record coverage and remaining platform limits in the development guide and review report.
