chore(scss): order @use statements and drop the dead ones (#1185)

* chore(scss): sort @use statements alphabetically

Every @use block now lists the Sass built-ins first, then the folder imports
sorted by path, then the loose partials — the order most of the tree already
followed, applied to the 44 files that had drifted from it. Compiled output is
byte-identical across all five entrypoints.

* chore(scss): drop @use statements that pull nothing in

Fifteen modules were loaded without a single member being referenced and
without contributing any CSS — among them `theme` in the time picker,
`functions/color` in the header and navbar, and `sass:map` in the password
strength meter. Loads that do carry CSS a component depends on stay
(dropping `calendar` from the date picker costs it 604 lines standalone).

Compiled output is byte-identical across all five entrypoints.
