chore!: raise the Safari and iOS floor to 18 (#1184)

Safari 17.x rotates the hue of `color-mix(in oklch, …)` whenever one operand
is achromatic — transparent, white, black, the greys — which is how every
translucent and tinted colour in v6 is built: indigo renders pink, and the
palette is wrong everywhere rather than broken anywhere. WebKit fixed carrying
missing components forward in Safari 18.0, and Apple ships Safari 18 for
macOS 13 and 14 as well, so the cut only affects browsers left un-updated
(0.25 % of global usage for 17.5–17.6 in caniuse-lite 1.0.30001809).

`.browserslistrc` records the feature that sets the floor; the browsers page
lists it, drops unprefixed `backdrop-filter`, `content-visibility` and relative
colour number channels from "not available yet" (all Safari 18), and reports
the new coverage (88 %); the migration entry names the reason. The compiled
CSS loses the Safari 17 prefixes, about 0.3 kB gzip off `coreui.css`.
