fix(ci): let a manual run publish a release, as a merge does (#50)

The version job was gated on github.event_name == 'push', so a manual run
built and tested and then released nothing, leaving no way to release a
commit whose own merge run did not survive — and a merge cannot be
repeated. The PHP plugin suite hit exactly this in the 2026-08-06 Actions
outage.

Safe to run twice: bump-version.sh refuses to bump on top of a
chore: version commit, and the tag and release steps both skip what
already exists. github.event.before is absent on a dispatch and the bump
step already falls back to HEAD~1.
