feat(ci): build an APK and an unsigned .ipa, and publish a release (#49)

Ports Link's artifact jobs and adds a release.

- build does a second, Release build and uploads hand-apk.
- ios, new, on macos-26, archives hand-ipa-unsigned. It also buys back
  Apple/**/*.cs, which compiled into nothing after the Windows and
  MacCatalyst jobs were deleted.
- version now needs ios, tags vX.Y.Z, and publishes a GitHub Release with
  an APK rebuilt at that version. Rebuilt rather than reused: the build
  job's artifact predates the bump and carries the previous Android
  versionCode, which decides whether a build can update an install.
- appsettings.json is written from a HAND_BASE_URL repository variable.
  Hand needs this more than Link does: its server address field is
  read-only, so an unconfigured artifact cannot be pointed anywhere later.

The csproj's claim that the iOS head was unbuildable by CI was wrong.
_DetectSigningIdentity is conditioned on EnableCodeSigning, not on the
entitlements, so switching signing off is sufficient and the entitlements
stay unconditional.

Two real breaks found by the new job on its first runs:

- The iOS head had not compiled since #43. PresentAsync gained a silent
  parameter for in-meeting mode; the Apple half never took it, and no job
  was compiling it. Meeting mode has never worked on an iPhone.
- The notification service extension is signed in its own right and needed
  its own unsigned switch; the app's PropertyGroup does not reach it.
