refactor(colors): border tokens and the remaining components on the neutral ladder (#1151)

* refactor(root): border tokens one rung towards the page

--cui-border-color is light-dark(gray-200, gray-700): lighter in the light
scheme, one rung further from the body in the dark one, where gray-800
sat too close to bg-body to read as a line. --cui-border-subtle is a
half step mixed from gray-100 and gray-200 (gray-800/900 in dark); plain
gray-100 had become invisible against bg-1 on the spread-out light band.
--cui-border-emphasized is gray-600 in the dark scheme, one rung away
from the plain border instead of next to it.

* refactor(components): the remaining interaction surfaces step down the ladder

The two-rung pass (hover on bg-1, rest/selected on bg-2) had left a
group of components on the old surfaces. Hover on bg-1: dropdown link,
combobox option and select-all row, calendar cell, time-picker roll
cell, control-group action, pagination focus (was bg-4, three rungs
above its own hover). Rest/selected on bg-2: active nav link and tab
(was bg-4, though the migration guide already listed navs as converted),
selected combobox option, neutral chip (hover bg-3 instead of a mix with
the foreground), password-strength track, search-button key cap (active
bg-3). Range-slider track on bg-3 like the native range; card cap on
bg-1 instead of a 3% foreground wash; tab hover border on border-subtle
instead of a surface rung.

Foreground roles: disabled calendar cell fg-4, disabled combobox option
fg-3, weekday header and date-input placeholder fg-3, active breadcrumb
fg-1. Visual baselines refreshed for the border token (8 darwin shots).

* docs(migration): the second rung pass and the border tokens

Also corrects three passages that still said the accordion, the badge
and the neutral button rest on --cui-bg-4; they rest on --cui-bg-2.

* test(visual): refresh the Linux baselines for the border token
