refactor(scss): read the link decoration tokens, complete the mixins index (#1112)

:root emitted --cui-link-decoration but the link wrote text-decoration
from the Sass variable, so the token could not change anything; the
hover state wrote a null variable and emitted nothing. Both read the
tokens now, the hover falling back to the resting decoration. mixins/
index.scss forwards focus-ring and chip-size like the other 24 partials,
so a consumer of the coreui entry point gets them too; two empty section
headings in that file are gone.
