fix(Dropdown, Chip): follow the colour scheme in the dark theme (#1102)

The dropdown header read --cui-gray-600, a single static palette stop,
so in the dark scheme it sat dark on dark; it reads --cui-fg-3, the
light-dark() pair the menu header already uses (same colour in light).
The chip hover mixed 5% black into --cui-bg-4, which darkens in both
schemes and so pulls the hover towards the page in dark; it mixes
--cui-fg-body instead, which darkens in light and lightens in dark.
