fix(Stepper): resolve the active indicator's theme slot on the step (#1101)

The active indicator's background mixed var(--cui-theme-bg) inside a
Sass variable that lands in the map declared on .stepper, so the slot
resolved there and a .theme-* class on the step button never reached
it: text and border turned red, the tint stayed blue. The .active rule
now mixes the slot on the step itself; the variable keeps the plain 5%
primary default. The check icon reads --cui-primary-contrast like the
complete state's text, instead of white.
