chore(scss): drop the narrative comments from our own files (#1091)

Nineteen multi-line comments described what the rule next to them does
or why it is arranged that way; that belongs to the commits that
introduced them. Seven that state a constraint someone would otherwise
"fix" (a name kept outside $prefix because the plugin writes it, a
fallback left out on purpose, two rules that are both needed) are kept
as one line each. Upstream comments and scss-docs markers untouched.
Compiled output is byte-identical.
