refactor(Menu): declare the border and item font-weight tokens (#1084)

.menu read --cui-menu-border-width/-color/-border-radius and
--cui-menu-item-font-weight through fallbacks, with the three
$menu-border-* variables reaching nothing but those fallbacks. The four
tokens are now in the menu token map (with a $menu-item-font-weight knob
for the fourth) and the rules read them plainly. Same rendering.
